What is an Item Upgrader in Pokemon Go?

The item upgrader adds a new widget to the top of the Angel and Cash Upgrade windows. The Manager is priced at 33 billion Angel Investors and offers no benefits to gameplay other than making it easier to find and buy upgrades.
Boosts
With an upgrader for your item you can enjoy a number of bonuses. These can include stats and additional bonuses. These bonuses can be applied to weapons or armor, as well trinkets. Some upgrades also give you a secondary random boost in addition to stat increases. These boosts are valuable and should be considered when deciding what items to upgrade. Certain of these boosts may only be used in certain builds (such the Whistan's Shield in FB Sorcs) While others are beneficial to collectors.
Some items have an inherent boo, which is not useful when upgraded, like the Goldwrap which provides extra potion slots. They are usually upgraded to inject more value into an item that is perfect or close to being perfect.
Costs
Upgrades come with some associated costs. The first cost is the upgrade itself. This price is contingent on the item's new ilvl and the number of perks it receives and is often expensive. Upgrades to a higher level (such as Explorer to Champion or Veteran to Heroic) can be expensive.
The second is the cost of the materials required to upgrade. The items used are typically either Power Dices (dropped by monsters 21and over) or Minerals and Erons (obtainable by completing certain Mists of Pandaria or Warlords of Draenor quests). These materials are available in the inventory of an upgrade vendor.
It takes time to upgrade an item. It can take 8 hours depending on the size of an upgrade. The base stats of an upgraded item are calculated based on the new ilvl and other properties. This calculation determines the updated Armor Class bonus, damage dice, and other crucial stats. In some instances, the upgrade will grant additional advantages that can be picked from a variety of benefits.
In rare instances, the upgrade will replace only the highest-costing bonuses. Sometimes, the upgrader may make other adjustments to an item, for example, changing the type of weapon damage or removing or adding an operative or unwieldy property. Success Rate
Item upgrades are based on the chance of success, and as with any random system there is an opportunity that the upgrade won't succeed. There are several ways to increase the chances of success. This includes using an Upgrade Pity or adding extra materials to your upgrade.
An Upgrade Pity is an item that you can purchase from the smithing NPC in Lost Ark. It increases the odds of an upgrade's success by some percentage. You can also add additional materials to the upgrade to increase the chances of success. These are displayed in a window above the + button. However, there are some limitations to this, and the maximum amount of material that can be added is shown right above the + button in the user interface.
Another way to increase the chances of an upgrade succeeding is to use an item called Blacksmith Blessing or an upgraded version of it. This item can be helpful in the event that your item or weapon is nearing or has reached the maximum level of its tier. This item will allow you upgrade the equipment to the next tier without the risk of breaking.
If an upgrade is unsuccessful the upgrade will be reversed to its previous state. This is usually a downgrade, but could also be an upgrade. It is a good idea to save an upgrade when you're close to the maximum level of an item, and to use it as an emergency.

The upgrade window will show a percentage indication of your odds of success. The percentage is based on the upgrade level of the item and the type you have selected.
You can also choose the option of a security feature for your item which will safeguard the item in the event of failure. This protection is not free however the cost will be lower than purchasing a new item. The protection is only available once each upgrade, and it will not expire unless it is used again.
The interface for the item upgrader can be a bit difficult, but not impossible to navigate. The main menu appears on the left, and the upgrade window is on the right.
