World of Warcraft Item Upgrader
The upgrader for items lets players improve their the performance of weapons and armor. It requires Power Dices and the items required to complete the upgrade.

Rerolling
Rerolling lets players alter the stats of a ring, weapon or armor. This is accomplished by pressing the green button, and the arrows circling around the
item upgrade. The new stats replace the existing ones, meaning you can't have multiple upgrades on an item. Rerolling does not change perks.
Upgrade items, unlike enchantments, can be consumed after they have been used to reroll an item. The cost of upgrading an upgrade item is determined by the amount of Valorstones or Crests that are used. This cost will increase when the level of the item rises, and is higher for items of higher levels.
Rerolling an item will not affect EDs, resistances or sockets. However, it may increase the damage for some stats. Upgrade items can be upgraded in the same as normal weapons. Their upgrade paths are based on of the stats of the base item. These upgrades can be rerolled to get more effective results.
A sword, for example, can be upgraded into the halberd with an upgrader that increases the damage of certain stats. This will result in increase in attack speed and damage for all abilities of the item, including those that do not use physical attacks. The new upgrade does not affect the base damage of a sword.
Upgrades also alter the upgrade path of an item, decreasing the chance of acquiring a poor affix. This is important for equipment, like Rogue gear that depends on a good affix to succeed in the game.
The upgrader for items is able to transfer substats from one item to another. This feature is only available for rings, and it can only be performed on items with the same tier as well as rarity. This is a great method to upgrade an item without spending lots of money.
There is a small upgrade for the re-rolling system called EZ Upgrader which can be purchased using 1 Angel Investors.
