What is an Item Upgrader in Pokemon Go?
A transparent device that can make certain Pokemon species change. It was developed by Silph Co.
The item upgrader adds a new widget at the top of the Angel and Cash Upgrade windows. This Manager is a cost of 33 billion Angel Investors, and has no gameplay benefit other than making it easier to purchase upgrades.

Certain boosts can only be used in certain builds (such a Whistan's Shield for FB Sorcs) Some are beneficial to collectors.
Certain items come with a built-in boos, which is less beneficial when upgraded. For example, the Goldwrap offers an additional potion slots. These are usually upgraded to add value to a near-perfect or perfect item.
Costs
There are a few costs related to upgrades of items. The first is the cost to perform the upgrade. This cost depends on the item's new ilvl and the number of perks it receives and can be costly. Upgrades to higher levels (such as Explorer to Champion or Veteran to Heroic) can be expensive.
The second is the cost of the materials needed for an upgrade. The items used are usually either Power Dices (dropped by monsters 21and up) or Minerals and Erons (obtainable by completing specific Mists of Pandaria or Warlords of Draenor quests). These materials are available in the inventory of an Upgrade Vendor.
Upgrades to an item are an intricate process that requires time. It can take 8 hours depending on the size of the upgrade. The upgraded item's base stats are calculated using the item's new ilvl bonus, perks, as well as other properties. This calculation determines the latest Armor Class bonus, damage dice, as well as other important stats. In some instances the upgrade will provide additional perks that can be selected from a list of perks.
Rarely, the new benefits acquired will cost more than one perk slot to acquire; in these situations the upgrade will replace the perks with the highest cost. It is also possible to add a variety of additional items to the upgrade, thereby increasing its chance of success. These are shown in a separate window, above the + button. However, there are limitations to this, and the largest amount of material that can be added is shown just above the + button in the UI.
Another way to increase the chances of an upgrade achieving success is by using an
item upgrader mod known as a Blacksmith Blessing or an upgraded version of it. This item is useful when you own a weapon or piece of gear that has reached the maximum level for its tier or is close to it. It allows you to upgrade that piece of gear to the next level without risking breaking.
If an upgrade is unsuccessful it will be restored to its previous state. This is typically an error, but it can also be a downgrade. Keep an upgrade in reserve until you are nearing the maximum level of an item.
Kafra offers a variety of products that can be used in order to increase the likelihood of an upgrade being successful. You can increase the chances of success by enhancing your equipment several times using HD Oridecon and HD Elunium. The rate of success will be increased if you can increase your chances of receiving a Double Mint by Shoe-Minting five times.
Failure Rate

The UI for the item upgrader could be confusing, but it is not impossible to navigate. The main menu is displayed on the left side and the upgrade window is on the right. The arrows on the left side of the UI represent the different stages of the upgrade process. Click the question mark icon to receive assistance if you're unsure what you're doing. The process of upgrading can take up to five minutes.
