What is an Item Upgrader in Pokemon Go?

The item upgrader adds a new widget at the top of the Angel and Cash Upgrade windows. The Manager is priced at 33 billion Angel Investors and offers no gameplay benefit aside from making it easier to see and purchase upgrades.

Some items have an inherent boo that is less useful when upgraded, like the Goldwrap which provides extra potion slots. These are often upp'd to inject more value into the perfect or nearly perfect item.
Costs
Upgrades are accompanied by some associated costs. The first is the cost of performing the upgrade. This cost can be expensive and depends on the new ilvl of the item and the number perks it gains. It can also be costly to upgrade an item to a better tier (such as Explorer > Champion, or Veteran > Heroic).
The other is the cost of the materials required to upgrade. These items are typically Power Dices (dropped from monsters 21+), Minerals and Erons or specific Mists Of Pandaria or Warlords of Draenor Quests. The amount of these materials needed can be found in the inventory of an upgrade vendor.
Upgrading an item is an intricate process that takes time. Based on the magnitude of the upgrade, it could take anywhere from 8 to 12 hours. The base stats of an upgraded item are calculated based upon its new ilvl and other characteristics. This calculation determines the new Armor Class bonuses, damage dice, as well as other important statistics. In some instances upgrades can provide additional perks. These perks are listed in a list.
Rarely, the new perks obtained will cost more than one perk slot; in these situations, the upgrade will only replace the highest-cost perks.
