What is an Item Upgrader in Pokemon Go?

The item upgrader adds a brand new widget at the top of the Angel and Cash Upgrade windows. This Manager is a cost of 33 billion Angel Investors, and has no gameplay benefit other than making it easier to purchase upgrades.

Certain of these boosts may only be used in certain builds (such a Whistan's Shield for FB Sorcs) Some are valuable to collectors.
Some items have an inherent boos that are less effective when upgraded, such as the Goldwrap that gives you additional slots for potion. They are often upgraded to add more value to a near-perfect or perfect item.
Costs
Upgrades are accompanied by certain costs associated with them. The first is the upgrade itself. This cost can be expensive and is contingent on the new value of the item and the number of perks it receives. It can also be costly to upgrade an item to a higher tier (such as Explorer > Champion, or Veteran > Heroic).
The second is the cost of items needed to upgrade. These items are typically Power Dices (dropped from monsters 21+), Minerals and Erons, or specific Mists of Pandaria or Warlords of Draenor Quests. The amount of these materials needed can be found in the inventory of an upgrade vendor.
Upgrades to an item are an intricate process that takes time. It could take as long as 8 hours, depending on the size of the upgrade. The base stats of the upgraded item are calculated based on its new ilvl and other characteristics. This calculation determines the new Armor Class bonuses, damage dice, and other important stats. In certain cases the upgrade will provide additional advantages that can be picked from a variety of perks.
In rare cases, the upgrade will replace only the highest-costing bonuses. Occasionally, the upgrader will make other modifications to an
item upgrader mod, like changing its weapon damage type or or removing an unwieldy or operative property. The cost for these changes is determined by the item's current ilvl and may require a specific material, such as the adamantine alloy.
Success Rate
The basis for upgrading items is a chance, and like any random system there is a chance that the upgrade won't succeed. There are a few methods to increase your odds of success. This includes using an Upgrade Pity or the addition extra materials to your upgrade.
The Upgrade Pity can be bought through the NPC for the smithing process in Lost Ark. It increases the chance of a successful upgrade by some percentage. It is similar to the luck bonus certain items offer but is more reliable. It can be added to any armor or weapon and is able to be used up to three times.
You can also add additional materials to the upgrade to increase the chances of success. These are shown in a window that is above the + button. There are a few limitations. The maximum amount of material you can upload is shown directly above the + button.
A Blacksmith Blessing, or an upgraded version of it, can be used to boost the chances of a successful upgrade. This item is useful in the event that you have an item of gear that has reached the highest level for its tier or is close to it. It allows you to upgrade that piece of equipment to the next level without risking it breaking.
If an upgrade is unsuccessful the system will be restored to its original condition. This is usually an error, but it can also be an upgrade. It is an excellent idea to save an upgrade when you are close to the highest level of an item, and to use it as a last resort.
Kafra has a number of products that can be utilized to increase the chances of an upgrade succeeding. You can increase your chances of success by upgrading your equipment repeatedly using HD Oridecon and HD Elunium. Also, increasing the chances to receive a Double Mint from Shoe-Minting a maximum of five times will increase the success rate.

You can also opt for an item that is protected by a safeguard your item in the event of failure. The cost of this protection may differ however it will always be less than the cost of buying a new item. The safeguard can be used once per upgrade, and will not expire until it is re-used.
The UI for the item upgrader may be difficult to navigate, but it's not impossible to navigate. The main menu is displayed on the left and the upgrade window appears on the right. The arrows to the left side of the UI represent the different stages of the upgrade process. Click the question mark icon to seek assistance if you're not sure what you're doing.
